If a student is inactive in Destiny, the fines for this student will not pull over into ASBWorks. The student must be active in Destiny for this to happen.
Below is more information on the technical side from our engineer department.
We're not looking at Circulations. We only look at the services from the Fines section. We don't check whether a student is active in Destiny at all.
Testing what I would get back from that the test account we've been using, we don't even have sufficient rights to use that service call through the API.
